1. (U) Believe Adm Rivero has provided you with the Navy's thoughts and views on the subject with which I concur.

2. (TS) From background information available, it is clear that Embassy Staff Tokyo was aware of arrangements concerning USS SAN JOAQUIN COUNTY, as also were GOJ reps in Mutual Defense Treaty negotiations (latter knowledge kept carefully off the record at GOJ insistence). Amb Reischauer knowledge of subject cannot be ascertained here.
3. (U) Would appreciate hearing results your discussions with Ambassador. GP-3
