On the 5th Central Committee Plenum

The Japanese Communist Party Central Committee Secretariat on November 15 published the following communique on the JCP Central Committee 5th Plenum:

The Japanese Communist Party Central Committee (23rd Congress) held its 5th Plenum on November 14-15 at the JCP head office.

The draft of the Resolution of the 24th Party Congress was proposed to the Central Committee Plenum. On behalf of the Executive Committee, Chair Shii Kazuo gave the report on the draft Resolution of the JCP 24th Congress.

Chair Shii stated that the draft has two main points: (1) In the first Party Congress since the adoption of the new JCP Program, the draft Resolution grasps the domestic and international situation, and puts forward the tasks of the Party in line with the JCP Program, and (2) the draft Resolution makes bold proposals on how to develop party activities in election struggles, popular movements, and party building tasks to be carried out in 2006 and 2007. He explained the details and main characteristics of each part of the draft.

A proposal was made for establishing a special fund for raising money to be used for JCP candidates running in the single-seat constituencies in the House of Representatives elections. Ohata Motoo, JCP Election Bureau director, explained the proposal in detal.

In the discussion on these two items on the agenda, 28 CC members spoke.

Ishibai Mutsuo, CC Organization Bureau director, proposed how delegates to the JCP 24th Congress are to be be elected, including the ratio of delegates to members. The plenum approved the proposal.

Chair Shii made the concluding remarks on the discussion on the two items on the agenda and proposed amendments to the draft Resolution. He also stressed the importance of fulfilling two tasks in preparation for the 24th Party Congress. One is to deliver the draft Resolution to all party members and have it discussed at all party branches in order to improve the draft. The other is to do everything possible to accomplish the goals set for the United Efforts so that the 24th Congress will be held in the rising tide of met goals. He emphasized that the draft Resolution should be used in the United Efforts as a political and theoretical driving force for increasing party activities; as guidelines for various struggles; and as guidelines for party building in the United Efforts.

The plenum unanimously approved the draft Resolution of the 24th Party Congress with amendments proposed in the concluding remarks and the proposal for establishing a fund for raising money for candidates in the House of Representatives elections.

The plenum ended by pledging to complete the draft Resolution through pre-Congress discussions at all party organizations and to take a leap in the United Efforts for Party Building. -- Akahata, November 16, 2005
