Shii explains draft resolution of the JCP 24th Congress

The Japanese Communist Party Central Committee on November 15 approved the draft Resolution of the 24th JCP Congress in January (Jan. 11-14, 2006) at its fifth Plenum.

JCP Executive Committee Chair Shii Kazuo gave the report on the draft Resolution focusing on its two major features.

One is that the resolution presents the party's tasks based on understanding the situation of Japan and the rest of the world, with the new JCP Program and policy as a guide.

The JCP 24th Congress scheduled for January 2006 is the first congress to be held since the adoption of the new JCP Program. The draft resolution's Part I and II deal with Japan's historical, diplomatic, and economic issues as well as some current international issues.

Part III presents the political stance and policies of the JCP in carrying out its political campaigns. It also shows how the JCP is true to the principle of a representative political party in the current political situation.

Shii said that the resolution is drafted so that it can be used as the key guidelines for publicly explaining the new JCP Program and JCP policies of remaking Japan in the context of the current domestic and international situation.

The other feature is that the draft resolution proposes bold ways for JCP activities to further develop, in election struggles, mass movements, as well as party building between now and 2007.

Shii said that no national elections will be held in 2006, while simultaneous local elections and the House of Councilors election will take place in 2007. He said that these two years will be an important period for the JCP to carry out its activities. He emphasized the need for the JCP to pay attention to possible weaknesses of certain activities and to explore and seek possibilities to boldly advance JCP influence in every field.

Shii said that Part III on election policy, Part IV on the policy of popular movements, and Part V on the policy of party building are proposed to make an in-depth analysis of associated problems. Part IV includes three proposals to strengthen and advance the trade union movement and Part V includes five proposals to help party building get on a stable track of expansion.

He concluded the report by calling on all party branches to discuss the draft resolution so that the draft can be finalized using the input of the whole party.
