Preparations underway for JCP 24th Congress

The Japanese Communist Party will hold its 24th Congress in Atami City, Shizuoka Prefecture, from January 11 to 14, 2006. About 24,000 party branches in workplaces, communities, and schools throughout the country are now discussing the draft Resolution of the 24th Congress while striving to build a stronger party capable of realizing the people's demands.

The JCP Congress is the highest body of the party (Article 19 of the JCP's Constitution) and takes place every two or three years. It adopts a resolution that includes an analysis of the domestic and international situations and an action policy to address the situation.

In the 23rd Congress in 2004, the JCP adopted the new JCP Program. Using it as a guide, the draft Resolution of the 24th Congress reveals Koizumi Cabinet's aberrant policy and behavior by comparing them with the world current and the citizens' viewpoint and suggests ways to reform Japanese politics. It also proposes policies to achieve a major JCP advance in the national and local elections in 2007 as well as in , the citizens' movements and party building efforts.

After the congress schedule and agenda items are announced at least 3 months before the Congress, a long process of pre-congress discussion begins on the draft resolution in order to ensure that it is democratically adopted.

The schedule and agenda items of the 24th Congress were approved by the Central Committee 4th Plenum on October 10. Then on November 15, the CC 5th Plenum adopted a draft Resolution, which was published by Akahata the next day.

Thorough discussions of the draft Resolution are being held at JCP branches throughout the country. After this, local and prefectural committees will discuss it. After two-months of discussions, the Congress will finalize and adopt the resolution.
