JCP Program is vital in the present world; Fuwa says in his report on the theoretical discussion with CPC

Japanese Communist Party Central Committee Chair Fuwa Tetsuzo on December 20 spoke at a meeting open to party members about the theoretical discussion held between a JCP delegation and a Communist Party of China delegation on December 6-9. The four-day discussion, which took place at the request of the CPC, was a unique type of theoretical exchange the JCP held with a foreign political party. It covered almost all aspects of the theory of scientific socialism and the world view, according to Fuwa.

Referring to the background of the CPC's proposal for the discussion, Fuwa said that in China the endeavor of building of a socialist country is now entering a new phase, following the successful economic construction that began with the introduction of a market economy under the Deng Xiaoping leadership as part of the "reform and opening-up" policy since 1978.

As regards the CPC's project of studying and constructing of the theory of Marxism that started in early last year, Fuwa said that the Hu Jintao leadership "shows a strong intention to explore a more comprehensive development policy and reflection on its theory, not merely sticking to an extension of the Den Xiaoping policy line."

He explained that the Chinese project is trying to "absorb the whole socialistic wisdom of the world" for the purpose, and added that the nine questions the CPC sent to the JCP were raised from this position.

Fuwa explained that he had regrouped the nine questions into four categories. The first category touches on the fundamental problems facing capitalism, such as economic crises, depression, exploitation, poverty and the "North-South problem". At the same time, he pointed out that a would-be socialist system will be tested whether it is a viable way of social development after capitalism. He described the quesition as the contest between two systems regarding issues humanity faces, such as world peace, defeating hegemonism, the resolution of poverty and social inequality, and issues related to the global environment and natural resources, adding that these are fresh proposals for the JCP, too.

Referring to the fact that the World Bank praised China in their extraordinary work to reduce poverty, Fuwa stated that this is nothing but a concrete result of the contest beween the two systems.

Fuwa said that in answer to the third category of questions regarding socialism in the new era, he touched on socialism in China. He emphasized the importance of the eagerness of the people for socialism.

Lastly, in connection with the discussion, Fuwa stated, "The JCP Program is considered as a theoretical product worthy of full study by the delegation of China which works under completely different conditions and have a different history and theoretical system."

He concluded his remarks by stressing the vitality of the JCP Program in the present day world.
