JCP Daimon demands that Japan create system to make own choice in 550-billion-dollar investment in US

Japanese Communist Party lawmaker Daimon Mikishi at a House of Councillors Budget Committee meeting on March 25 said that the government should create a structure to engage directly with Japan’s 550-billion-dollar investment in the United States.
The Japanese government in July 2025 in accordance with the Japan-U.S. tariff agreement promised to provide up to 550 billion dollars (87 trillion yen) in investments in the United States.
Daimon stated that the question is whether the Japanese side’s involvement in the assessment and decision-making process concerning investment projects is guaranteed. He referred to the South Korea-U.S. investment agreement.
Daimon said that under this investment framework, the South Korean government will create a system to conduct its own assessment and decide on investment projects before holding discussions with the U.S. He asked if Japan has set up a similar system.
In response, Economy and Industry Minister Akazawa Ryosei said that Japan’s investment package includes an investment committee consisting solely of the U.S. side and a joint Japan-U.S. consultation committee. Daimon demanded that like South Korea, Japan establish a framework to make its own choice about projects.
Daimon pointed out that under Seoul’s measures to implement the investment agreement, the government is required to report to the parliament about the contents to be discussed in advance of bilateral talks with the U.S. He asked if the Japanese government has an obligation to report in advance to the Diet. Akazawa just replied that the submission of a prior report is not required.
