Zenshoren urges gov’t to instruct prime contractors to pay subcontractors for their work on Expo pavilions

It has come to light that among prime contractors who did not pay subcontractors for their work constructing foreign pavilions for the ongoing “Expo 2025 Osaka, Kansai”, there was an Aichi-based construction company holding a “ministerial license” for construction business issued by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).

The National Federation of Traders and Producers Organizations (Zenshoren) on August 28 made representations to the MLIT Chubu Regional Development Bureau (Nagoya City, Aichi Pref.), demanding that as the supervisory authority, the MLIT give appropriate guidance to the company.

According to Zenshoren, the company in question hired a subcontractor in Nara Prefecture for the construction of the Chinese pavilion but did not pay construction fees of 25 million yen to the subcontractor.

Japanese Communist Party members of the House of Representatives Motomura Nobuko and Horikawa Akiko joined in the representations.

Zenshoren official Nakayama Makoto pointed out that a prime contractor has responsibility to ensure that all subcontractors are paid for their work. He said, “The MLIT should instruct the Aichi-based firm who is authorized by the ministry as a prime contractor to settle the unpaid construction fees.”

JCP Motomura pointed out that a French event company, “GL Events Japan”, is the prime contractor with the largest unpaid construction amounts, and said, “The MLIT should deal with the matter across ministerial boundaries.”

An MLIT bureau official expressed his/her intent to listen to unpaid subcontractors’ explanations and take the necessary action.
