JCP and CPV hold 11th theoretical exchange meeting

August 3, 2025

The Japanese Communist Party and the Communist Party of Vietnam held their 11th theoretical exchange meeting in Hung Yen Province in northern Vietnam on August 2.

At the onset, JCP delegation head Tanaka Yu, vice chair and acting secretariat head of the JCP, and CPV delegation head Nguyen Xuan Thang, CPV politburo member and chairman of the Central Theoretical Council of the CPV Central Committee, gave keynote presentations under the theme, “Peacebuilding and human rights protection in the new global situation”.

Regarding the global situation, Tanaka said that a dangerously worrying movement that tramples on international law has emerged. On the other hand, he said that from a big picture perspective, the world of the 21st century no longer belongs to a handful of world powers, and added that a structural change in the world can be evidenced in terms of the growing calls for the abolition of nuclear weapons, regional cooperation for peace, and international protection of human rights. He referred to the JCP proposal for peacebuilding in East Asia which calls for developing a regional mechanism of dialogue and diplomacy in collaboration with ASEAN. He explained that with the use of this proposal, the JCP has expanded its communications and relations with political parties in Europe.

Tanaka stressed that at a time when military response options are increasing, what is important is to work on peaceful counterproposals and peacebuilding and help grassroots movements display their strength in those efforts to defuse tensions.

Moving on to the topic of the theory of scientific socialism, Tanaka reported on the JCP’s recent theoretical activities focusing on “human freedom”. He said that in Japan, people are facing many social contradictions caused by the profit-first principle, such as the widespread reliant on a contingent labor force, excessively long working hours, and low wages. He went on to say that under this situation, the JCP theory for a future society has attracted the interest of those who have recognized that in a socialist/communist society envisioned by the JCP, freedom will be full bloom.

CVP delegation head Thang pointed out that peace and human rights, which are natural rights and aspirations of human beings, have developed under close interrelation and become common values and norms in the international community. He touched on Vietnam’s challenging past of pursuing independence, freedom, and people’s happiness, and said that Vietnam in its foreign affairs and national defense policy places importance on securing a peaceful environment through peacebuilding and enhancement.

He summarized the development of Vietnam’s policies regarding peace and human rights which include active and vigorous international activities and human-centric social development. He proposed working together to enhance international cooperation for peace, development, and human dignity.
