282 municipalities call for Japan’s adherence to 3 nonnuclear principles

An Akahata survey found that 282 local governments, as of January 29, have adopted resolutions urging Japan to stand firm on the Three Non-Nuclear Principles (not to possess, produce, or permit the introduction of nuclear weapons into the country), while the Takaichi government is seeking to abandon them.

The Diet has passed a resolution six times before that affirms Japan’s adherence to the three principles as national policy. However, a growing number of local assemblies are now concerned about a possible retraction of Japan’s conventional position.

The resolution the Hiroshima Prefectural Assembly adopted last December states, “The international situation surrounding nuclear weapons is growing increasingly severe. In these circumstances, continued compliance with the Three Non-Nuclear Principles is desired.”

The Kanagawa Prefectural Assembly also passed a similar resolution late last year. Citing the adoption of the “Declaration of nuclear weapons-free Kanagawa” in 1984, the resolution emphasizes that “In an increasingly severe security environment, Japan should clearly state its position as a peaceful nation and should not waver from the policy of not relying on nuclear weapons.”

Since the “secret nuclear pact” was revealed in 2010, both Hiroshima and Nagasaki city assemblies have been calling for adherence to the three principles in their respective resolutions. Recently, they have successively passed resolutions opposing any revision to the three principles.

The Nagasaki resolution states that revising the three principles is absolutely unacceptable. The Hiroshima resolution states, “Upholding the Three Non-Nuclear Principles and striving to achieve a ‘world without nuclear weapons’ is the mission of our country, the only nation to have suffered A-bombings in war.”
