Draft 30th Congress Resolution and draft amendments to JCP Program put up for all-party discussion

October 15, 2026

The Japanese Communist Party Central Committee on October 14 ended its 10th Plenum which was held for three days at the JCP head office in Tokyo after approving the draft proposal for amendments to the JCP Program and the draft Resolution for the 30th Congress (January 18-22).

CC Chair Shii Kazuo on the first day delivered a report on behalf of the Executive Committee regarding the draft amendments to the party Program. Shii said that the future society chapter (Chapter Five) would be comprehensively revised based on the landmark significance of the 2004 revision as well as on the party’s theoretical and practical developments after the 29th Congress in 2024. He then explained the draft for the revised Program chapter by chapter.

EC Chair Tamura Tomoko reported on the draft Resolution for the 30th Congress which is organized into five main chapters, and outlined the main points of the resolution for each of the 24 items in the five chapters. In addition, Tamura proposed a major organizational buildup campaign aimed at achieving the success of the 30th JCP Congress and a JCP advance in next year’s nationwide simultaneous local elections. She appealed to party members to work hard to achieve the goals of the major campaign.

On the final day, Shii made his concluding remarks on the discussion of the draft for the revised Program while Tamura made comments on the draft resolution and the appeal for the success of the major drive.

In the two-day discussion, 79 Central Committee members spoke on the two proposed drafts as well as the appeal.

Vice Chair Yamashita Yoshiki submitted a proposal regarding the eligibility criteria and procedures for electing Congress delegates, the procedures for a nationwide party debate on the draft amendments to the Program and the draft congress resolution, and other matters related to preparations for the upcoming Congress. The Plenum approved his proposal.

Plenum participants pledged to work together to improve the proposed revision and the draft resolution through all-party discussions, and go all out to achieve the goals of the major organizational buildup campaign.
