JCP Koike and business community executive call for strengthening taxation on financial income

October 30, 2026
Japanese Communist Party Secretariat Head Koike Akira on October 28 in the Diet building held talks with Vice Chairperson of the Japan Association of Corporate Executives (Keizai Doyukai) Kikuchi Tadao in regard to the Doyukai’s policy proposal which calls for strengthening taxation on financial income.

JCP Policy Commission Chair Yamazoe Taku (Senate) and JCP Senator Daimon Mikishi were also present at the meeting.

The Doyukai’s proposal was published on October 2. With childrearing households in mind, the proposal aims to provide benefits to low-to-middle income earners with an annual household income of up to four million yen as they bear a heavier burden of taxes and social insurance premiums compared with those in Germany, the U.S., and France. It estimates the cost for this measure at around 1.7 trillion yen. As ways to secure funding resources, it cites an income tax reform, which includes tighter taxation on financial income, and the reduction and elimination of special taxation measures and subsidies.

Kikuchi, who heads the Doyukai Economic, Fiscal, Financial, & Social Security Committee and is also the chairman of Royal Holdings Co., Ltd., expressed his hope that this measure will help enhance the function of income redistribution, leading to improving workers’ motivation to work.

Koike said, “The JCP has appealed for the need to tackle the issue of the ‘barrier of 100 million yen’ in which the tax burden rate decreases for annual incomes of more than 100 million yen as well as to review preferential tax treatment for share trading. I’m taking note of the fact that Doyukai has put forward a proposal that is close to our view.”

He noted that Doyukai proposes to raise taxes on financial income to fund its support measure, and said, “We are on the same page on that issue.”
