A group of Japanese Communist Party Dietmembers on October 1 submitted a written request demanding that the Japanese government swiftly take actions, such as calling on relevant countries to suspend and ban the development of AI, in order to protect the people and society overall from dangers posed by the intensifying development race.
JCP Policy Commission Chair Yamazoe Taku (Senator), JCP Lower House member Shiokawa Tetsuya, and JCP Senator Kira Yoshiko handed to a Cabinet Office senior official the JCP document addressed to Prime Minister Takaichi Sanae and State Minister for Artificial Intelligence Strategy Furukawa Toshiharu.
The JCP in its document pointed out that the rapid development and widespread adoption of AI are posing two major threats to human society: the risk that cutting-edge AI capable of spiraling out of human control could inflict catastrophic harms on society; and the risks arising from large corporations’ use of AI to the economy, employment and labor, human rights, and the environment.
The JCP document demands that the Japanese government urge the United States, China, and other major AI-developing countries to pause and ban advanced AI development as well as to implement measures to regulate the development without delay. Furthermore, the JCP demands that the Japanese government call on the United Nations and the international community to immediately begin discussions aimed at establishing an international framework and concluding an international agreement on regulations and oversight of AI for safety verification and human control.
The JCP in its document stressed that even within Japan, measures to mitigate risk are necessary across all areas of AI development, use, and investment. It also urged the government to stop its move toward the use of AI for military purposes, give up on the planned introduction of an AI system into the Self-Defense Forces’ command and control systems, and establish rules for the protection of labor rights, human rights, and the environment.
At a press conference after the submission, Yamazoe noted that in recent months, concerns have been raised that uncontrolled advances in AI technology pose a threat to human survival, and stated, “The JCP made a proposal to the government based on the recognition of the need to take proactive measures and call for international discussions on this issue.”
